On 23 April 2007, Mr. Nitya Pibulsonggram, Foreign Minister, had an audience with H.H. Sheikh Mohammed bin Rashid Al Maktoum, Vice President, Prime Minister, and Minister of Defence of UAE and Ruler of Dubai. Several significant figures from both public and business sectors were also among the audience, including H.H. Sheikh Hamdan bin Mohammed Al Maktoum, Chairman of Dubai Executive Council and Crown Prince of Dubai, H.H. Sheikh Ahmed bin Saeed Al Maktoum, Deputy Chairman of Dubai Executive Council and Chairman of Emirates Group, and Mr. Sultan Ahmed bin Sulaiyem, Member of Dubai Executive Council and Chairman of Dubai World.
On this occasion, both sides exchanged their views on the issues related to promotion of trade, investment, and employment cooperation between each other. The Dubai side expressed its interest in inviting the Thai side to help in the development of the city of Dubai which has been growing with a quick pace (presently, 4,000 Thai workers working in UAE). Such demand is particularly clustered in the areas of construction and labor as the basic infrastructure in Dubai keeps expanding, exemplified by the underground tunnel project by a Japanese firm in which Thai workers participate and the service business in which Thailand has outstanding cuisine and internationally acclaimed medical health industry.
The Ruler of Dubai was very satisfied with the high quality of Thai workers, particularly in terms of their skills and behaviors and expressed his demand for more Thai workers. He also expressed his viewpoint on the signing of MOU on the Cooperation in the Field of Manpower between Thailand and UAE that it would help reduce the cost of Thai workers who wish to come to work in Dubai. As there are presently a great number of foreign workers in UAE, particularly in Dubai, he wished to encourage skilled workers from Thailand to come to work in Dubai in exchange for high salaries and good working conditions. Nonetheless, what Thai workers need to improve is their English at the level appropriate for their positions. Mr. Nitya agreed to take on this suggestion and will further discuss it with Ministry of Labor.
In the same evening, Foreign Minister presided over the brainstorming seminar on doing business in Dubai and listened to reports from Team Thailand and leading Thai businessmen at Dusit Dubai Hotel. The seminar was divided into four main areas: 1) labor, 2) food/products (raw materials), 3) services/restaurants/spa shops, and 4) construction. Seminar participants broadly shared their views on the role of Thai public and private sectors and their cooperation on information exchanges and analyses of possibilities of doing business on trade and investment by Thai businessmen. In this regards, relevant public agencies in Thailand, including Foreign Ministry and Ministry of Commerce, will help Thailand’s private sectors “open the door” for business arrangement with high-ranking individuals both in public and private sectors of Dubai and UAE. The seminar participants all agreed that the main factors for Thai private sectors doing business in UAE and Dubai include the appropriate level of English employed by Thai workers, the skill levels of Thai workers, management and administration, costs of logistics, and brand-making for the Thai exporting products.
