2. ความสัมพันธ์ด้านการเมืองและความมั่นคง
- ไทยและเวียดนามมีการวางกรอบความร่วมมือทวิภาคีหลายด้านในระดับต่าง ๆ เช่น
ในระดับสูงสุดมีกรอบการประชุมคณะรัฐมนตรีร่วมไทย-เวียดนามอย่างไม่เป็นทางการ (Joint Cabinet
Retreat: JCR) ระดับรองลงมามีกลไกการหารือร่วม (Joint Consultative Mechanism: JCM) ซึ่งเป็นกลไกการหารือระดับรัฐมนตรีว่าการกระทรวงการต่างประเทศ ทำหน้าที่ดูแลกรอบความสัมพันธ์และประสานความร่วมมือในภาพรวม
- ประเด็นด้านความร่วมมือด้านความมั่นคงระหว่างไทยและเวียดนามอยู่ภายใต้การ
กำกับดูแลของคณะทำงานร่วมว่าด้วยความร่วมมือด้านการเมืองและความมั่นคง (Joint Working Group on Political and Security Cooperation: JWG on PSC) ซึ่งมีเลขาธิการสภาความมั่นคงแห่งชาติเป็นประธานฝ่ายไทย ปัจจุบัน ไทยและเวียดนามตระหนักถึงความจำเป็นที่จะต้องทำงานร่วมกันอย่างใกล้ชิดเพื่อรับมือกับสิ่งท้าทายใหม่ ๆ ที่เพิ่มขึ้นในอนุภูมิภาค โดยมีแผนงานความร่วมมือด้านการเมืองและความมั่นคง Thailand-Vietnam Joint Plan of Action on Political and Security Cooperation (2008-2010) กำหนดกรอบความร่วมมือ
- สำหรับด้านการทหาร มีบันทึกความเข้าใจว่าด้วยการลาดตระเวนร่วมระหว่าง
กองทัพเรือไทย-กองทัพเรือเวียดนาม รวมทั้งมีการประชุมคณะทำงานร่วมไทย-เวียดนามว่าด้วยการจัดระเบียบทางทะเลอย่างสม่ำเสมอ
