Amnesty International’s Report on the Crackdown on Online Scamming Compounds in Cambodia

Thailand takes note of the report by Amnesty International concerning the crackdown on online scamming compounds in Cambodia. The report underscores that transnational crime, particularly online scam operations in Cambodia, continues to affect people both within and beyond the region and remains an urgent challenge that requires immediate and effective action.

Thailand has played a leading role in driving international cooperation to combat online scams. In December 2025, Thailand and the United Nations Office on Drugs and Crime (UNODC) co-organized the International Conference on the Global Partnership against Online Scams in Bangkok to drive these efforts, which have subsequently been carried forward through various international forums. Thailand calls upon all countries, including Cambodia, as well as all relevant stakeholders, to join hands in eradicating such transnational criminal networks.

Combatting transnational crime, including online scams, is one of the key commitments set forth in the Joint Statement of the 3rd Special Meeting of the General Border Committee (GBC) between Thailand and Cambodia on 27 December 2025. In this regard, Thailand calls upon Cambodia to demonstrate its commitment and sincerity in implementing the Action Plan for Cooperation on the Prevention and Suppression of Transnational Crimes, including Cyber Scams and Human Trafficking, as agreed by both sides. Such efforts are essential to safeguarding the lives and property of people in the region and around the world, while also strengthening confidence in the security and stability of Southeast Asia as a whole.
