ASEAN meetings at the Foreign Minister level on the sidelines of the 46th ASEAN Summit and other related meetings in Kuala Lumpur

On 25 May 2025, H.E. Mr. Maris Sangiampongsa, Minister of Foreign Affairs, attended ASEAN meetings at the Foreign Minister level on the sidelines of the 46th ASEAN Summit and other related meetings in Kuala Lumpur, Malaysia, as follows:

(1) The ASEAN Foreign Ministers’ Meeting (AMM) in preparation for the 46th ASEAN Summit to be held on the following day. The Meeting also discussed and exchanged views on key issues, including ASEAN Community-building, enhancing economic integration in ASEAN, applications for and implementation of the Treaty of Amity and Cooperation in Southeast Asia (TAC), strengthening external relations, advancing implementation of the Five-Point Consensus, as well as Timor-Leste’s application for ASEAN membership, all within the context of current geopolitical uncertainties. Thailand has played a constructive role in advancing key priorities, particularly by promoting ASEAN–Republic of Korea relations in its capacity as Country Coordinator, advocating for more effective humanitarian assistance to Myanmar, supporting Timor-Leste’s ASEAN membership process and expressing readiness to facilitate its accession to the Bangkok Treaty (SEANWFZ) in Thailand’s capacity as the Depositary State.

(2) The 29th ASEAN Political-Security Community Council (APSC Council) Meeting to discuss ways to strengthen the ASEAN Political-Security Community and enhance its capacity to address emerging regional challenges. Thailand underscored the importance of maintaining ASEAN unity and centrality, strengthening cross-border cooperation to effectively address transnational threats, particularly drug and online scams, as well as advancing human rights and environmental protection to improve security and well-being of the people in the region. The 46th ASEAN Summit, to be held on 26 May 2025, is expected to adopt the ASEAN Political-Security Community Strategic Plan, which will replace the current APSC Blueprint that is expiring this year.

(3) The 36th ASEAN Coordinating Council, where the Foreign Minister emphasised the need for appropriate reviews of the new ASEAN Community Vision 2045 to ensure ASEAN’s adaptiveness and responsiveness in the next 20 years. He also updated ASEAN Member States on the progress on developing the Complementarities between the ASEAN Community Vision 2045 and the SDG 2030 or “Complementarities Initiative (CI 2.0)” spearheaded by Thailand. In addition, the Foreign Minister reiterated continued support for Timor-Leste in all areas to meet all the criteria required to become a full member of ASEAN.

(4) The ASEAN-GCC Ministerial Meeting that discussed the preparations for the upcoming 2nd ASEAN-GCC Summit, which will be held on 27 May 2028, and explored concrete ways to advance the implementation of the ASEAN-GCC Framework of Cooperation 2024 - 2028. Thailand actively promoted economic cooperation, particularly in the areas of food security, medical tourism, the halal industry, sustainable development, and green transition. In addition, the meeting also exchanged views on regional and international developments, including the situation in the Middle East.
