Capacity-Building Project on Civil Registration and National ID Services for Thai Consular Officers in North America

During 27 April - 1 May 2025, Mr. Mungkorn Pratoomkaew, Director-General of the Department of Consular Affairs, led a delegation of officials from the Legalization Division and the Protection of Thai Nationals Abroad Division of the Department of Consular Affairs, the Bureau of Registration Administration of the Department of Provincial Administration, the Royal Thai Police, and the Office of the Attorney General, to carry out a capacity-building project on civil registration and national Thai ID card for Thai consular officers in the north American region at the Royal Thai Embassy in Washington D.C..

The project aimed to develop and enhance skills of consular officers, exchange experiences and best practices, address challenges in their duties, and discuss solutions on matters such as ID card services and civil registration, online registration systems, the protection of Thai nationals abroad, legal issues, raising awareness on cyber threats (scammers), as well as to be informed of new relevant regulations and laws. These efforts are designed to benefit the work of the officers in providing consular services and facilitating assistance for Thai nationals throughout the three countries in the North America.

The Director-General paid a courtesy call on H.E. Dr. Suriya Chindawongse, Ambassador of Thailand to the U.S., to discuss ways to enhance the efficiency of consular services for Thai nationals residing in the U.S. He also had an online discussion with the Consuls-General of Thailand to Los Angeles and New York to be informed of recommendations in improving and developing their provision of consular services to the Thais in their jurisdictions. The delegation also had a discussion with members of the Thai community in Washington, D.C., and neighboring states to provide information and consultations on consular services and related matters.

In addition, the delegation also called on Mrs. Elizabeth Gracon, Acting Deputy Assistant Secretary for the Bureau of Consular Affairs at the U.S. Department of State, and discussed consular cooperation between the two countries. They also discussed with Mr. Jared Hess, Assistant Attorney, along with his team at the Office of Authentications, to exchange knowledge, experiences, and best practices regarding the Apostille authentication of documents.
