On 31 July - 1 August 2025, Ms. Krongkanit Rakcharoen, Director-General of the Department of European Affairs, led the Thai Delegation to the Organization for Security and Cooperation in Europe (OSCE) Helsinki+50 Conference in Helsinki, Finland.
During the small group discussions, the Director-General highlighted the OSCE’s role as a platform promoting preventive diplomacy and constructive dialogue to achieve peaceful solutions to conflicts and crises. She also expressed Thailand’s readiness, as the sole OSCE Partner for Co-operation from ASEAN, to bridge the security partnership between ASEAN and the OSCE through more joint activities, workshops, training, and exchanges of experts in common priority areas such as combatting online scams, cyber security, anti-human trafficking, border management, and environmental security, as well as through the ASEAN Regional Forum.
At the national statement session, the Director-General reaffirmed Thailand’s position regarding the Thailand - Cambodia border situation, reiterating Thailand’s commitment to international law, the UN Charter, and the Helsinki principles. The Thai armed forces were compelled to take proportionate and appropriate measures in self-defence, consistent with international law, in response to the unprovoked, unlawful, and indiscriminate armed attacks by Cambodia, which caused loss of innocent civilian lives and damage to Thai public infrastructure. She also reiterated Thailand’s continued commitment to the ceasefire agreement and to utilizing existing bilateral mechanisms to resolve the issue. In addition, the Director-General also emphasized Thailand’s readiness to co-host the 2026 OSCE Asian Conference with Finland under the main theme of combatting online scams, building on the success and outcomes of the Special Workshop on “Combatting Online Scams” and the 2025 OSCE Asian Partners for Co-operation Group (APCG) Meeting, held on 30 May - 2 June 2025 in Vienna.
On the occasion of the 25th Anniversary of the Thailand - OSCE Partnership, Thailand made a financial contribution to the Helsinki+50 Fund to reaffirm its continued and steadfast commitment to the principles and work of the OSCE. The Director-General also held bilateral meetings with (1) the Ambassador of Finland to the OSCE, to discuss preparations for the 2026 OSCE Asian Conference; (2) the Political Director of the Ministry of Foreign Affairs of Luxembourg; and (3) the Deputy Director-General for Political Affairs of the Ministry of Foreign Affairs of the Netherlands.
