On 23 March 2026, Ms. Pinsuda Jayanama, Director-General of the Department of International Organizations, had a discussion with Mr. Stephen Dreyer, Senior Advisor, Office of the Special Presidential Envoy for Hostage Affairs (SPEHA), U.S. Department of State. Also in attendance were representatives from the Department of International Organizations, Department of American and Pacific Affairs, and Department of Treaty and Legal Affairs of the Ministry of Foreign Affairs, the Office of the National Security Council, and the Thai Immigration Bureau.
The Director-General outlined Thailand’s overall approach to arbitrary detention, highlighting both domestic and international efforts. At the domestic level, Thailand has enacted the Prevention and Suppression of Torture and Enforced Disappearance Act B.E. 2565 (2022), which establishes safeguards against rights violations, applying to all individuals within Thailand’s jurisdiction, including foreign nationals. At the international level, Thailand has engaged with the United Nations Working Group on Arbitrary Detention (WG AD) and the United Nations Human Rights Council (HRC) to promote technical cooperation in the field of human rights.
The U.S. side provided an overview of the background and role of SPEHA in addressing cases of wrongful detention of U.S. nationals abroad and shared best practices in responding to cases of wrongful detention and hostage situations, as well as challenges faced by SPEHA in its operations. Representatives from relevant Thai agencies also shared information about their roles and experiences in relation to the hostage situation in Gaza.
