Thailand’s National Statement at the OSCE Helsinki+50 Conference,

Madam Chair, Excellencies, Distinguished Delegates,

Thailand welcomes and commends Finland for convening the Helsinki+50 Conference to reinforce our collective commitment to the principles enshrined in the Helsinki Final Act. Throughout 25 years of our partnership with the OSCE, as the only country from ASEAN, Thailand has been committed to serving as a bridge builder between the OSCE and ASEAN.

To further reaffirm our continued and steadfast commitment to the principles and objectives of the OSCE, I am very pleased that Thailand is part of this year’s Helsinki+50 Fund.

Excellencies, Distinguished Delegates,

Security in Europe and the Indo-pacific is closely interlinked, transnational crimes, particularly online scams, have become growing threats that undermine security in all dimensions.

As a regional leader and Chair of ASEAN Working Group on Anti - Online Scam ( WG - AS), and building on the success and the outcomes of our Special Workshop with the OSCE as well as the 2025 APCG Meeting, recently held in Vienna, we are pleased to highlight that online scams will be one of the main thematic discussions at the 2026 Asian Conference, which Thailand will co-host with Finland.

Excellencies,

Thailand appreciates the concerns raised by some OSCE participating States regarding the recent situation along Thailand-Cambodia border.

As enshrined in Helsinki Act that we must respect “the territorial integrity of states and fulfill in good faith of obligations under international law”, the attacks by the Cambodian Armed forces since 24 July 2025 have severely affected Thai innocent civilians and infrastructures, resulting in grave civilian casualties, including the death of the children, which constitute a violation of the fundamental principles of international law, the UN Charter, and the principles of good neighborliness and good faith.

The Thai forces were compelled to take proportionate and appropriate measures in self-defense, consistent with international law in response to the unprovoked, unlawful and indiscriminate armed attacks by Cambodia.

Moreover, the deployment of new anti-personnel landmines by Cambodia is also considered an inhumane act and a clear violation of the Ottawa Convention, to which Cambodia is also a State Party.

Despite volatile situation on the ground, Thailand welcomed the ceasefire agreement with Cambodia and reiterates our full commitment to the ceasefire and the peaceful resolution based on existing bilateral mechanisms and dialogues to end the violence and prevent further losses.

In the spirit of Helsinki Principles, we are confident that our undertakings, which are based on international practice, humanitarian principles and human rights protection, will be clearly recognized by the international community in the pursuit of a peaceful and lasting resolution to the situation.

In closing, I wish to reiterate that Thailand joined the OSCE with a notion to safeguard comprehensive security in ASEAN and OSCE region. This year not only marks the 50th anniversary of the signing of the Helsinki Accords, it also marks the 25th anniversary of Thailand-OSCE Partnership. Thailand wishes to step up our commitment to respect our shared values, respond more effectively and with resilience, and prepare our peoples for a secured future.
