On 26 September 2026, H.E. Mr. Nikorndej Balankura, Ambassador of Thailand to France, participated as a panellist in High-Level Panel Talk I, entitled “Modern Diplomacy and Foreign Policy: How States Are Adapting Their International Relations Practices”, as part of the Global Youth Diplomacy Forum – Paris Edition 2026, held at the Médicis Room, Palais du Luxembourg, Parliament of France, with approximately 150 delegates from 80 countries in attendance.

The panel explored how diplomacy and foreign policy are adapting to a rapidly changing international environment shaped by technological advances, shifting geopolitical dynamics, emerging global challenges and the growing role of non-state actors. Discussions covered digital diplomacy, public diplomacy, multilateral cooperation, strategic communication, economic diplomacy and youth engagement.

The Ambassador joined fellow panellists H.E. Mr. Arnoldas Pranckevičius, Ambassador of Lithuania to France; Ms. Michèle Guillaume-Hofnung, President of the Guillaume-Hofnung Institute for Mediation (IMGH); and H.E. Mr. Thijs van der Plas, Ambassador of the Kingdom of the Netherlands to France.

During the discussion, Ambassador highlighted regionalism as a force multiplier in international relations, citing ASEAN as an example of how regional cooperation can strengthen the collective voice and enhance the international influence of its member states. He also shared insights into the lessons that young diplomats can draw from ASEAN's experience, particularly the importance of cooperation, solidarity and constructive engagement. Furthermore, he emphasised the importance of public diplomacy in fostering mutual understanding and trust, as well as the need for rapid and effective digital communication to respond promptly to fast-evolving international developments. The panel was followed by an interactive Q&A session with participating delegates.

The event provided a valuable opportunity to share Thailand’s perspectives and experience on contemporary diplomacy, while engaging with young diplomats and emerging leaders interested in diplomacy and international relations.
