On 31 October 2025, Mr. Phuchphop Mongkolnavin, Deputy Director-General of the Department of International Organizations, chaired a meeting between Thai agencies and Ms. Gina Romero, Special Rapporteur on the Rights to Freedom of Peaceful Assembly and of Association, on the occasion of her academic visit to Thailand during 30 October - 3 November 2025. Also in attendance were representatives from the Ministry of Justice, Ministry of Interior, Ministry of Labour, Royal Thai Police and Anti-Money Laundering Office.

The participants exchanged views on human rights issues under the mandate of the Special Rapportuer, including approaches to the management of public assembly, training for law enforcement officials on the protection of human rights, safeguards for law enforcement officials’ rights, well-being and proper training, the review of relevant legislation, online surveillance and the role of digital technology in the context of assembly, as well as risk assessments for financial institutions.

Thai agencies expressed their readiness to exchange and engage with the Special Rapportuer, which is one of the special procedures and mandate holders of the Human Rights Council (HRC) in a contructive manner with a view to further advancing human rights implementation in the country.
