Thailand’s National Position on the Application of International Law in the Cyberspace

Thailand, through the Ministry of Foreign Affairs, is pleased to publish Thailand’s first National Position on the Application of International Law in Cyberspace.

 

This document is the outcome of a number of national consultations among key Thai agencies. The document outlines Thailand’s current views on how international law applies in cyber operations such as sovereignty, prohibition of non-intervention, prohibition of the use of force, peaceful settlement of disputes and State responsibility, which is subject to be revised in correspondence with future development of international dialogue and technological advancement.

 

This paper also responds to the call for States to share their national views on international law at the Open-ended Working Group (OEWG) on the security of and in the use of ICTs (2021–2025), in order to foster common understanding among States, mutual trust and maintain open, secure and stable ICTs environment. To date, 32 countries and 2 international organizations (the African Union and the European Union) have published their national positions.

 

In addition, this national position serves as a reference for Thai agencies to take into consideration when conducting cyber operations.
