On 11–12 July 2025, H.E. Mr. Russ Jalichandra, Vice Minister for Foreign Affairs, participated in the 18th Dubrovnik Forum 2025 held in the city of Dubrovnik, Republic of Croatia, under the theme “Channeling the Change.”

This forum served as a high-level platform for dialogue among national leaders and ministers from Europe, the Mediterranean, Africa, and Asia to exchange views on security situations, regional conflicts worldwide, international trade, technological development, and various dimensions of international cooperation. During the forum, working sessions were organized with a particular focus on issues prioritized by the Republic of Croatia, including the Three Seas Initiative cooperation framework, and the Dubrovnik Talks, which were platforms for dialogue among countries applying for membership in the Organisation for Economic Co-operation and Development (OECD).

On this occasion, the Vice Minister for Foreign Affairs took part in the “OECD Dubrovnik Talks,” presenting Thailand’s perspective under the topic “Anchoring Reforms, Advancing Together: The OECD Journey of a Candidate Country,” and emphasizing that accession to the OECD aligns with Thailand’s National Strategy and development plans, and will contribute to promoting sustainable development across all dimensions.

The Vice Minister also participated in the leaders’ session under the topic “The Future of Global Trade: Bilateralism, Multilateralism or Fragmentation,” where he highlighted Thailand’s approach regarding ASEAN’s role as an open regional framework amid a global context challenged by economic decoupling trends. He underscored the significance of the Regional Comprehensive Economic Partnership (RCEP) and other Free Trade Agreements, such as the Thailand-EU FTA, as key regional and inter-regional cooperation mechanisms that support and strengthen the multilateral trading system through enhanced connectivity.

The Dubrovnik Forum is an annual policy forum held regularly in Dubrovnik, Republic of Croatia. The 2025 forum marks its 18th convening, with the objective of promoting constructive dialogue among leaders from the government, private sector, and experts from various regions worldwide.
