Vice Minister for Foreign Affairs delivers a statement at High-Level Segment of the Third Review Conference of States Parties to the Convention on Cluster Munitions

On 14 September 2026, H.E. Mr. Sarun Charoensuwan, Vice Minister for Foreign Affairs, led the Thai delegation to the Third Review Conference of States Parties to the Convention on Cluster Munitions (3rd CCM RevCon), hosted by the Lao PDR from 14 to 18 September 2026 in Vientiane.

In his statement at the High-Level Segment, the Vice Minister for Foreign Affairs congratulated the Lao PDR on assuming the Presidency of the 3rd CCM RevCon and shared deep concern over the devastating humanitarian impact of landmines and explosive remnants of war in this region. The Vice Minister also stated that as an Observer State to the Convention, Thailand reaffirms its commitment to the humanitarian principles, international humanitarian law (IHL), and humanitarian disarmament, particularly international cooperation and victim assistance, which contributes to the Sustainable Development Goals (SDGs).

The Vice Minister also responded to the allegations made by the Cambodian representative regarding the use of cluster munitions during the 2025 Thailand-Cambodia border clashes. The Vice Minister expressed Thailand’s regret on Cambodia’s attempt to internationalize the clashes between the two countries. Such action undermines mutual trust and confidence. He also highlighted that conflict with Cambodia has never been in Thailand’s interest and Thailand did not initiate it. All defensive operations and measures taken by the Royal Thai Armed Forces have strictly adhered to the principles of distinction, proportionality, precaution and military necessity, are in compliance with the Rules of Engagement (ROE) and international humanitarian law and strictly limited to military targets. The most effective, proportionate and necessary military capability available was employed to immediately suppress incoming BM-21 rocket launchers and heavy artillery bombardments across the border targeting Thai civilians and critical infrastructure to prevent further loss of Thai civilian lives.
