- On 28 July 2025, H.E. Mr. Phumtham Wechayachai, Acting Prime Minister, led the Thai delegation to a Special Meeting in Putrajaya, convened to address the current situation between Thailand and Cambodia. The meeting was hosted by Prime Minister Anwar Ibrahim of Malaysia and attended by Prime Minister Hun Manet and the Cambodian delegation, as well as the Ambassadors of the United States of America and the People’s Republic of China in Kuala Lumpur.
- The Thai side went into this meeting with the strong intention to state our positions clearly regarding the current tensions along our border, what has transpired in this period and what we want to see, whether that is in relation to the violation of our sovereignty and territorial integrity, the loss of lives both military and civilian, the hardship of our people along the border, the landmine incidents, and the end of provocations of all kinds.
- The Outcomes of the Meeting is as follows: (1) An immediate ceasefire has been agreed upon, effective from midnight of 28 July 2025, local time. (2) Informal meetings have been agreed upon between the Thai First and Second Army Region Commanders and the Cambodian Region 4 and 5 Commanders on 29 July 2025, at 07.00 hrs. This will be followed by a meeting of military attachés, led by Malaysia as ASEAN Chair, should both parties mutually agree. (3) It has been agreed to hold a General Border Committee (GBC) meeting on 4 August 2025, with Cambodia as the host. (4) Malaysia will serve as the coordinator and observer of the ceasefire and will consult with ASEAN member states to participate in the observation. (5) The Prime Ministers, Ministers of Foreign Affairs, and Ministers of Defence of both sides are requested to resume direct discussions for coordination.
- Additional implications of these outcomes: (1) Ceasefire means safety of lives and property; (2) Resumption/Re-engagement in Bilateral Frameworks, Regional commanders will hold a discussion; GBC Meeting on 4 August 2025, to be hosted by Cambodia; and JBC Meeting in September 2025; (3) Presence of Observers/Witnesses to assist in verifying and ensuring compliance with the ceasefire agreement; (4) Return home of displaced citizens who had to seek temporary refuge in shelters.
- The discussions today only extended to the ceasefire. No negotiations on boundary issues took place, so it has no bearing, whatsoever, on territorial gains or losses.
- Thailand places priority on the safety of the people along the border, and Thai nationals living in Cambodia. The ceasefire will enable the people of the border areas to resume their normal lives, without threat from armed clashes, fear of attack, dangers during movements.
- Thailand is looking for good faith shown by Cambodia, including by ceasing attacks, especially those on civilian targets, while the ceasefire must take place on the basis of international law, including international humanitarian law. It would also include detailed discussions, and steps to be taken on a number of issues, such as putting limits on weapons of all types, ceasing the laying of landmines, and an end to threats and provocations. Agencies on the ground will monitor and verify these issues to ensure they are achieved.
- Thailand continues to maintain utmost priority on sovereignty, territorial integrity, national interests, and the safety and security of our people.
