On 12 December 2025, Mr. Vijavat Isarabhakdi, Vice Minister for Foreign Affairs, representing the Minister of Foreign Affairs, attended a dinner hosted by the Thailand Institute of Justice (TIJ) in commemoration of the 15th anniversary of the United Nations Rules for the Treatment of Women Prisoners and Non-Custodial Measures for Women Offenders or “the Bangkok Rules.” Among those attended were Ms. Delphine Schantz, United Nations Office on Drugs and Crime (UNODC) Regional Representative for Southeast Asia and the Pacific, Professor Dr. Kittipong Kittayarak, Chairman of the TIJ Board of Directors, TIJ executives, the diplomatic community and representatives from various sectors.
The Vice Minister delivered a keynote address emphasizing the importance of “the Bangkok Rules,” of which Thailand proposed the resolution that was adopted by the United Nations General Assembly (UNGA) in 2010. The Bangkok Rules is the first UN standard to establish guidelines for the treatment of women prisoners. It serves as a crucial instrument for promoting and protecting the basic human rights of female inmates, reflecting the significance of the rule of law based on a "people-centred" approach. The Vice Minister also congratulated the TIJ on the launch of the Bangkok Rules Accelerator Programme, which is a collaborative effort between the TIJ and the UNODC aimed at actualizing the implementation of the Bangkok Rules worldwide.
The dinner was prepared by graduates of the Restart Academy, a programme that supports and trains former female inmates. The Academy symbolizes competance, potentials, and opportunities, which are the key underlying elements of the Bangkok Rules.
