On 26 March 2013, the 5th Operation Center of the Internal Security Operations Command organized a pre-deployment training on human rights issues for soldiers departing for the Southern Border Provinces (SBPs) at the Suriyapong Military Camp, Nan Province. Mr. Nadhavathna Krishnamra, Director of Social Division, Department of International Organizations gave a briefing on human rights issues in the international context and its relevance to Thailand.
The briefing by the Ministry of Foreign Affairs touched upon the importance of respect for human rights, Thailand’s obligations under international human rights instruments, particularly in the context of the SBPs such as the UN Convention against Torture, the International Convention for the Protection of All Persons from Enforced Disappearance, the UN Convention on the Rights of the Child, and the
Convention on the Elimination of All Forms of Discrimination against Women. The briefing also provided an overview of Thailand’s Universal Periodic Review (UPR) process.
In addition to the presentation by the Ministry of Foreign Affairs, the International Committee of the Red Cross (ICRC) and the Judge Advocate General’s Department also presented information on international humanitarian law and domestic laws related to the operations of the soldiers on the ground, particularly as they relate to assistance in law enforcement activities.
The Ministry of Foreign Affairs has regularly engaged in human rights trainings. Such an engagement has proven to be highly beneficial for the Ministry. It not only provides an opportunity for human rights awareness and advocacy from the Ministry’s point of views, but also allows for a candid conversation with officers who operate on the ground. The exchange of views certainly enhances the Ministry’s understanding of the work environment and the constraints facing the soldiers in the SBPs.
