Update on the Conciliation Proceedings under the 1982 United Nations Convention on the Law of the Sea between Thailand and Cambodia: The Second Meeting with the Conciliation Commission

The Permanent Court of Arbitration (PCA) issued a press release on 9 October 2026 regarding the organization of the second meeting with the Conciliation Commission under the 1982 United Nations Convention on the Law of the Sea (UNCLOS) between Thailand and Cambodia, scheduled for 14-18 October 2026 in The Hague, the Netherlands, following the first meeting in Singapore in September 2026.

H.E. Mr. Sihasak Phuangketkeow, Deputy Prime Minister and Minister of Foreign Affairs, in his capacity as Agent, together with H.E. Mr. Pakorn Nilprapunt, Deputy Prime Minister, in his capacity as Advisor, will lead the Thai delegation to participate in the second meeting with the Conciliation Commission. The delegation comprises H.E. Mr. Songchai Chaipatiyut, Director-General of the Department of Treaties and Legal Affairs, in his capacity as Deputy Agent, along with representatives from the Ministry of Foreign Affairs and specialized experts from the relevant agencies, namely the Hydrographic Department and the Naval Operations Department, Royal Thai Navy, as well as the Department of Mineral Fuels, Ministry of Energy.

As a State Party to UNCLOS, Thailand stands ready to cooperate with and support the work of the Conciliation Commission. This second meeting presents a crucial opportunity for the Thai side to provide the Commission with the relevant technical facts, with a view to finding an equitable resolution to maritime delimitation with Cambodia on the basis of international law.
