On 18 June 2026, H.E. Mr. Sihasak Phuangketkeow, Deputy Prime Minister and Minister of Foreign Affairs, accompanied H.E. Mr. Anutin Charnvirakul, Prime Minister, to attend the ASEAN-Russia Commemorative Summit in Kazan, Russian Federation, to commemorate the 35th Anniversary of ASEAN-Russia Dialogue Relations. The Summit was held at the invitation of H.E. Mr. Vladimir Putin, President of the Russian Federation.

During the Summit, leaders from ASEAN and Russia discussed ways to advance the ASEAN-Russia Strategic Partnership and future directions for cooperation. Thailand emphasised the role of ASEAN–Russia cooperation in supporting multilateralism based on international law, as well as reinforcing the ASEAN-centred regional architecture. Thailand also highlighted the importance of enhancing resilience in adapting to a rapidly evolving global environment, particularly in the areas of energy security and food security. In addition, Thailand promoted people-centred cooperation, and connectivity in logistics, as well as enhanced cooperation in human resource development, education, culture, digital transformation, science and technology, and artificial intelligence to help drive future economic growth.

On this occasion, the Summit adopted four outcome documents: (1) the Kazan Declaration 2026: “ASEAN-Russia: Unity in Diversity – 35 years together”; (2) the Joint Statement of ASEAN and the Russian Federation on Energy Cooperation; (3) the Joint Statement of ASEAN and the Russian Federation on Cultural Cooperation; and (4) the Comprehensive Plan of Action to Implement ASEAN-Russian Federation Strategic Partnership (2026-2030).

Furthermore, during the lunch discussion, the Prime Minister expressed support for strengthening connectivity in logistics to enhance economic cooperation and for exploring a Thailand–EAEU Free Trade Agreement.
