On 25 October 2025, H.E. Mr. Sihasak Phuangketkeow, Minister of Foreign Affairs, attended the ASEAN Foreign Ministers’ Meeting held on the sidelines of the 47th ASEAN Summit and Related Summits in Kuala Lumpur, Malaysia. The meeting was attended by Foreign Ministers from ASEAN Member States and Timor-Leste.
 
The Meeting reviewed progress on key issues and ASEAN Community-building initiatives under Malaysia’s ASEAN Chairmanship under the theme, “Inclusivity and Sustainability,” and prepared for the 47th ASEAN Summit to be held on the following day. The Ministers discussed applications to accede to the Treaty of Amity and Cooperation in Southeast Asia (TAC) and reaffirmed the Treaty’s principles of promoting peace, stability, and regional cooperation, as well as maintaining ASEAN centrality. The Meeting took note of recent developments in ASEAN’s relations with Dialogue Partners and preparation for the full admission of Timor-Leste as the 11th ASEAN Member State.
 
The Ministers also exchanged views on the implementation of the Five-Point Consensus (5PC), the peace process in Myanmar, and the upcoming elections in Myanmar in December 2025. Thailand underscored the importance of providing humanitarian assistance, called for inclusive dialogue to ensure participation of all stakeholders in the upcoming elections which should be free, fair, and inclusive. The Meeting also adopted a recommendation paper to revitalise the ASEAN Regional Forum (ARF), ensuring the ARF remains effective and responsive to regional challenges.
 
In addition, the Foreign Minister, in Thailand’s capacity as the Depositary of the Treaty on the Southeast Asia Nuclear-Weapon-Free Zone (SEANWFZ), received the instrument of accession to the Treaty from the Minister of Foreign Affairs of Timor-Leste, thereby formally making Timor-Leste a full Party to the Treaty. This event underscores ASEAN’s steadfast determination to safeguard the region as a nuclear-weapon-free zone.
