by the Minister of Foreign Affairs
On 25 October 2025 at 16:30 hrs. in Kuala Lumpur, Malaysia
At approximately 12.30 hrs. today, H.E. Mr. Anutin Charnvirakul, Prime Minister, and H.E. Mr. Hun Manet, Prime Minister of Cambodia, signed a Joint Declaration on the outcomes of their meeting in Kuala Lumpur, Malaysia. The signing was witnessed by the U.S. President and the Prime Minister of Malaysia.
This document reflects the will of both Thailand and Cambodia to resolve differences peacefully. It aligns with Thailand’s long-standing position to find peaceful solutions in the relations between the two countries through bilateral mechanisms and conversations.
This Joint Declaration represents a significant milestone that clearly outlines a pathway toward peace. This comprises important elements to de-escalate tensions along the border, such as the removal of heavy weaponry back to their normal positions, humanitarian demining, combating illegal activities, including scam operations, and management of encroachments along the border.
The Declaration demonstrates Cambodia’s sincerity and genuine commitment to joining Thailand in the path of peace and cooperation. Full commitment and implementation of every commitment made will provide the building blocks for a lasting peace.
Thailand thanks Malaysia and the U.S. for their contributions to the signing of this Declaration.
The signing marks an important step forward in accelerating implementation of the areas mentioned above. Once the undertakings of these confidence-building measures are started, Thailand will prepare to release the 18 Cambodian prisoners of war (POW).
Thailand and Cambodia have a shared responsibility to the people to act on what has been agreed, as we move toward the normalization of our bilateral relations, to bring peace and stability to the people residing along the border.
