Statement by the Minister of Foreign Affairs on “Promoting inclusive economic growth to advance Members’ sustainable development objectives” at the OECD MCM 2025

Minister of Foreign Affairs of the Kingdom of Thailand

Session 3.2: “Promoting inclusive economic growth 
to advance Members’ sustainable development objectives”

at the OECD Ministerial Council Meeting (MCM) 2025
3 June 2025, OECD Conference Centre, Paris

 

Dear Colleagues,

  1. Thailand believes that an important key to achieving more inclusive economic growth is high quality investment.
  2. To promote this, Thailand offers various support measures, along with more targeted and merit-based incentives, to attract investments that fuel green and innovative growth.
  3. In the case of MSMEs, which comprise over 35% of our GDP, we are set to streamline regulations to strengthen their position in regional and global value chains.
  4. Our efforts are bearing fruit. Last year alone, Thailand recorded over 3 billion U.S. dollars in committed investments in high-value, low-emission sectors – including data centers, advanced electronics, and electric vehicles.
  5. Thailand is also engaging constructively with our international partners. We have been in fruitful dialogue with the EU on the Carbon Border Adjustment Mechanism (CBAM) and EU Deforestation Regulation (EUDR).
  6. Under the EUDR, Thailand is proud to be categorised as a "low-risk" country. This status benefits both farmers and the environment, while reinforcing strong and sustainable global supply chains.
  7. Meanwhile, we join the global call for increased access to finance for investment in green transition in developing countries.
  8. Looking ahead, our accession to the OECD will surely reinforce these efforts. By adhering to the Declaration on International Investment and Multinational Enterprises, we are embedding responsible business conduct as a core principle in our economic policies.
  9. Importantly, Thailand also intends to initiate the process of adhering to the Anti-Bribery Convention in the near future. This will greatly enhance the quality of our ecosystem.
  10. To conclude, I am pleased to announce Thailand’s goals to submit the Initial Memorandum in December this year, and to complete the accession process by 2030. And along this accession path, we will work with you towards the goal of inclusive and sustainable economic growth for all.
