On 6 July 2026, by H.E. Mr. Chaichanok Chidchob, Minister of Digital Economy and Society, accompanied by H.E. Ms. Usana Berananda, Ambassador and Permanent Representative of Thailand to the United Nations Office in Geneva, attended the opening ceremony of the Inaugural Global Dialogue on AI Governance at the Palexpo Convention Centre in Geneva.

The Global Dialogue on AI Governance was convened for the first time to bring together representatives from governments, the private sector, academia, and other stakeholders to exchange views and promote international cooperation on global AI governance. The opening ceremony was attended by H.E. Mr. António Guterres, Secretary-General of the United Nations, and H.E. Ms. Annalena Baerbock, President of the General Assembly.

 

In his opening remarks, the Secretary-General emphasized that while artificial intelligence holds enormous potential, it also presents complex challenges that require effective global governance. He therefore called on the international community to accelerate efforts to develop an inclusive and effective international governance framework to ensure that AI remains safe, secure, and beneficial for all.

The Secretary-General highlighted four priority areas requiring urgent international attention. First, he expressed concern over the military applications of AI, particularly lethal autonomous weapons systems capable of selecting and engaging targets without meaningful human control, and reiterated his call for the negotiation of an international legally binding instrument to prohibit such weapons. Second, he underscored the importance of protecting children in the age of AI, stressing that AI developers should adopt appropriate safeguards to prevent adverse impacts on children and young people and urging Member States to commit to AI child safety pledge. Third, he drew attention to the environmental impacts associated with the development and deployment of AI technologies.  In this connection, he has put forward AI Environmental Transparency Initiative. Fourth, he emphasized the need to uphold human rights, fairness, meaningful human oversight, and accountability in the development and use of AI.
