On 12 October 2026, H.E. Mr. Benjamin Sukanjanajtee, Ambassador and Permanent Representative of Thailand to the United Nations in Geneva together with the Thai delegation participated in the 77^th Session of the UNHCR ExCom that took place at the United Nations Office in Geneva during 12–16 October 2026. On this occasion, Lt. Gen. Chumphot Nurakkate, Director of the Department of Border Affairs, Royal Thai Armed Forces Headquarters, delivered Thailand’s statement during the General Debate, reaffirming its commitment to working closely with UNHCR and the international community to uphold burden- and responsibility-sharing, especially amid ongoing humanitarian crises and global funding constraints.

Key highlights shared include:

• Self-reliant solutions for Myanmar Displaced Persons (MDPs) by allowing MDPs in temporary shelters to seek employment outside the shelters, as well as a roadmap currently in place to facilitate the implementation of the policy.
• Thailand’s continued commitment to ending statelessness, including the 2024 Cabinet Resolution to expediting permanent residency and nationality acquisition, the extension of the implementation period of the Cabinet Resolution, and the adoption of an Action Plan on Resolving Statelessness.
• Ensuring that those in need of protection receive appropriate protection through the National Screening Mechanism (NSM), as well as the commitment to further strengthening the NSM.
• Humanitarian assistance for Rohingya population, including new community-based alternatives to immigration detention for Rohingya children, piloted in four provinces including Bangkok.

ไทยเข้าร่วมการประชุมคณะกรรมการบริหารสำนักงานข้าหลวงใหญ่ผู้ลี้ภัยแห่งสหประชาชาติ สมัยที่ 77

เมื่อวันที่ 12 ตุลาคม 2569 นายเบญจมินทร์ สุกาญจนัจที เอกอัครราชทูต ผู้แทนถาวรไทยประจำสหประชาชาติ ณ นครเจนีวา พร้อมคณะผู้แทนไทยได้เข้าร่วมการประชุมคณะกรรมการบริหารสำนักงานข้าหลวงใหญ่ผู้ลี้ภัยแห่งสหประชาชาติ สมัยที่ 77 (UNHCR ExCom 77) ซึ่งจัดขึ้นระหว่างวันที่ 12-16 ตุลาคม 2569 ณ สำนักงานสหประชาชาติ ณ นครเจนีวา ในโอกาสนี้ พลโท จุมภฏ นุรักษ์เขต เจ้ากรมกิจการชายแดนทหาร กองบัญชาการกองทัพไทย ได้กล่าวถ้อยแถลงในนามประเทศไทยในการอภิปรายทั่วไป (General Debate) ของการประชุมฯ โดยเน้นย้ำความมุ่งมั่นของไทยในการร่วมมือกับสำนักงานข้าหลวงใหญ่ผู้ลี้ภัยฯ และประชาคมระหว่างประเทศในการดำเนินการตามหลักการการแบ่งปันภาระและความรับผิดชอบระหว่างประเทศ ในบริบทของวิกฤติทางมนุษยธรรมและข้อจำกัดด้านงบประมาณที่ทั่วโลกกำลังเผชิญอยู่ และกล่าวถึงความคืบหน้าสำคัญของประเทศไทยใน 4 ด้านหลัก ได้แก่

(1) การส่งเสริมการพึ่งพาตนเองของผู้หนีภัยการสู้รบจากเมียนมา (ผภร.) ผ่านนโยบายการอนุญาตให้ ผภร. ออกมาทำงานนอกพื้นที่พักพิงชั่วคราว

(2) ความก้าวหน้าในการแก้ไขปัญหาภาวะไร้รัฐไร้สัญชาติ นับตั้งแต่ที่ไทยได้มีมติ ครม. เมื่อปี 2567 เพื่อเร่งรัดการแก้ไขปัญหาสัญชาติและสถานะให้แก่บุคคลที่อพยพเข้ามาอยู่ในประเทศไทย
เป็นเวลานาน และกลุ่มบุตรที่เกิดในราชอาณาจักร ตลอดจนการขยายระยะเวลาการดำเนินการตามมติ ครม. และ
การรับรองแผนปฏิบัติการที่เกี่ยวข้อง

(3) การพัฒนากลไกคัดกรองระดับชาติ (National Screening Mechanism) เพื่อให้ผู้ที่จำเป็นต้องได้รับความคุ้มครองได้รับความคุ้มครองที่เหมาะสม

(4) การให้ความช่วยเหลือด้านมนุษยธรรมแก่ชาวโรฮีนจา รวมถึงแนวทางการใช้มาตรการทางเลือกแทนการกักตัวเด็กโดยใช้ชุมชนเป็นฐานสำหรับเด็กชาวโรฮีนจา โดยริเริ่มการดำเนินการในจังหวัดนำร่อง 4 จังหวัด รวมถึงกรุงเทพฯ
