Summary of the Weekly Press Briefing

1. Assistance extended to tourists affected by the flood situation in Southern Thailand
- The Ministry of Foreign Affairs sends moral support and solidarity to the people in Hat Yai District and all provinces in the South, who are currently facing the critical situation of sudden flooding and have suffered severe impacts over the past several days. The Ministry also extends deepest condolences to the families of those who have lost their lives.
- The Prime Minister and the Minister of Foreign Affairs have postponed their scheduled official visit to Malaysia on 26 November 2025 (today) to remain in the country to oversee the situation, closely monitoring and ensuring full support for assistance efforts.
- In addition to Thai citizens who have been severely affected, many tourists have also been impacted, particularly those from Malaysia, with approximately 4,200 reported so far. The Ministry has coordinated with the relevant agencies, both Thai and Malaysian, to assist the evacuation of Malaysian tourists, in parallel with providing aid to affected Thai citizens, and will coordinate with Malaysian authorities to arrange their return at an appropriate time given the ongoing situation.
- Relevant agencies, especially the Ministry of Tourism and Sports, have coordinated with the Hat Yai City Municipality to establish a centre to assist foreign tourists, as a hub for information and coordination of assistance requests, with staff on duty 24/7.
- The Ministry of Foreign Affairs extends its full support and encouragement to Thai citizens and tourists affected by this crisis and sincerely hopes that the situation will return to normal as soon as possible.
2. Minister of Foreign Affairs’ attended the 4th EU Indo-Pacific Ministerial Forum (IPMF) in Brussels
- On 20 - 21 November 2025, H.E. Mr. Sihasak Phuangketkeow, Minister of Foreign Affairs, led a Thai delegation to attend the 4th Indo-Pacific Ministerial Forum (IPMF) in Brussels, Belgium.
- The Foreign Minister delivered a statement at the roundtable session on security priorities and delivered closing remarks, underscoring the importance of strengthening cooperation between the two regions in the areas of security, the economy and sustainability, through upholding a rules-based international order, free and open trade, addressing security challenges, and strengthening cooperation against non-traditional threats. He also expressed Thailand’s readiness to host the International Conference on Global Partnership against Online Scams on 17 - 18 December 2025 in Bangkok.
- The Foreign Minister held bilateral meetings with Foreign Ministers of 9 countries, namely Belgium, Germany, Denmark, the Netherlands, Romania, Estonia, Bulgaria, the Slovak Republic, and Latvia, as well as the High Representative for Foreign Affairs and Security Policy of the European Commission. He reiterated Thailand’s commitment to expediting negotiations on the Thailand-EU FTA and Thailand's accession to the OECD. He also invited all countries to attend the International Conference on Global Partnership against Online Scams that Thailand will host.
3. Minister of Foreign Affairs to pay a working visit to the Republic of India
- On 29 November - 2 December 2025, the Foreign Minister is scheduled to pay a working visit to the Republic of India.
- He will hold bilateral discussions with the Minister of External Affairs of the Republic of India and the National Security Advisor of India. These meetings will be an opportunity for both sides to discuss ways to enhance cooperation between Thailand and India, following the elevation of bilateral relations to a Strategic Partnership in April 2025 during the Prime Minister of India’s official visit to Thailand. It will also be an opportunity to exchange views on regional and international issues of mutual interest and benefit. The Foreign Minister will personally invite India to join the International Conference on Global Partnership against Online Scams to be held in Bangkok.
- The Foreign Minister will also have a meeting with Indian academia from various think tanks to exchange views on current geopolitical challenges, complementary Thai and Indian foreign policies, cooperation in countering non-traditional threats, and connecting India and East Asia with key transportation links.
4. Foreign Minister to visit Geneva during the 22nd Meeting of the States Parties to the Anti-Personnel Mine Ban Convention
- On 4 - 6 December 2025, the Foreign Minister is scheduled to visit Geneva during the 22nd Meeting of States Parties to the Anti-Personnel Mine Ban Convention (APMBC), at the United Nations Office in Geneva, Switzerland.
- He will deliver a statement under the agenda item concerning the request pursuant to Article 8, to reaffirm Thailand’s commitment to implementing the mechanisms of the Ottawa Convention, which require States Parties to report any landmine-related incidents, and to inform the international community of Cambodia’s inhumane conduct in laying landmines, which has resulted in 7 Thai soldiers losing their legs, constituting a breach of obligations under the Ottawa Convention and a violation of the Charter of the United Nations and international law, particularly international humanitarian law.
- The Foreign Minister will also hold bilateral meetings with high-level representatives from the relevant agencies and countries, such as the Office of the High Commissioner for Human Rights (OHCHR), to provide factual clarification regarding the Thailand - Cambodia border situation, as well as to convey Thailand’s position and stance in upholding its obligations under the Ottawa Convention, various human rights conventions, and international humanitarian law.
5. The Right Honourable Winston Peters, Minister of Foreign Affairs of New Zealand, is scheduled to visit Thailand
- The Right Honourable Winston Peters, Minister of Foreign Affairs of New Zealand, will visit Thailand from 27 to 28 November
- He will have a bilateral meeting with the Foreign Minister, followed by the signing of the Joint Plan of Action for the Thailand - New Zealand Strategic Partnership 2026-2030, and sign the book of condolences on the passing of Her Majesty Queen Sirikit The Queen Mother, on behalf of the Government of New Zealand.
- Some key highlights of the Joint Action Plan to be signed by both Foreign Ministers include promoting cooperation at all levels and dimensions, collaboration in sub-regional and regional matters, such as combating transnational crime including issues related to subpressing online scams, fully utilizing existing trade mechanisms both bilaterally (Thailand-New Zealand Closer Economic Partnership - TNZCEP) and multilaterally (ASEAN-Australia-New Zealand Free Trade Agreement – AANZFTA) and RCEP, as well as promoting people-to-people relations, such as resuming direct flights between the two countries by Thai Airways and, not least, increasing scholarships for Thai students.
- Thailand and New Zealand expressed their commitment to elevate their relationship to a Strategic Partnership on the occasion of the 70th anniversary of diplomatic relations in 2026, as indicated in the joint statement by both Prime Ministers in April 2024. This visit presents a significant opportunity for the signing of the Joint Action Plan, which will yield benefits for both peoples.

6. Latest developments on the Thailand-Cambodia border situation
6.1 The site visit of the ASEAN Observer Team regarding the Landmine Incident on 10 November 2025
- On 24 November 2025, the Ministry issued a Press Release on the Findings of the ASEAN Observer Team regarding the Landmine Incident in the Phu Makua area, Si Sa Ket Province on 10 November 2025, stating about the site visit of the ASEAN Observer Team –Thailand (AOT-TH) to the Phu Makua area to inspect the aforesaid landmine incident. The findings clearly confirm that the landmines discovered were newly laid PMN-2 anti-personnel mines.
- The coordinates of all mine locations were verified by the AOT through mobile-phone GPS, together with topographic maps in a systematic manner, confirming every location was well within Thai territory.
- The prompt arrangement for the AOT to conduct an on-site assessment following the incident reaffirms Thailand’s transparency in allowing an independent mechanism to investigate the facts impartially and based on scientific principles and empirical evidence, while the Cambodian side continues to disseminate false and distorted information before the international community.
- With regard to the recent Cambodian allegations denying the laying of new landmines, Thailand wishes to reiterate that the findings were carried out by independent parties. Based on various factors considered during the on-site visit, coupled with the fact that the area in which the incident took place had previously been used as the operating base for Cambodian forces during the armed clashes, it is assessed that the mines were laid during the recent period of heightened tensions, rather than being remnants of old mines as claimed by Cambodia.
- Thailand remains firmly committed to its obligations under the Anti-Personnel Mine Ban Convention (APMBC) or the Ottawa Convention. Thailand is also committed to fulfilling all agreements under existing bilateral mechanisms and adhering to peaceful means in resolving differences. At the same time, Thailand stands resolute in safeguarding its sovereignty and territorial integrity, as well as in ensuring the safety and security of the Thai people, which are the Government’s top priority.
6.2 The joint survey and emplacement of temporary markers between Boundary Pillars No. 42 and 47 in Ban Non Chan and Ban Nong Ya Kaew areas
- The joint survey and emplacement of temporary markers were carried out in accordance with the outcomes of the Special Meeting of the Joint Boundary Commission (JBC), held on 21 - 22 October 2025 in Chanthaburi Province. A drone survey was conducted to obtain the most up-to-date images of the terrain, with geographic coordinates plotted on the actual site. These images will serve as a reference for the survey and the emplacement of temporary markers.
- The alignment of these temporary markers does not constitute the international boundary. It represents each side’s claimed line, based on its own interpretation, for further discussions in the JBC. The determination of the international boundary will only take place when both sides reach an agreement within the JBC and such agreement is subsequently approved in accordance with their respective domestic legal procedures.
- Once both sides have completed the emplacement of temporary markers, the relevant agencies of each side will implement measures concerning the adjustment of land occupation within their respective territories, in accordance with their applicable mandates. These measures are purely internal procedures of each country and do not affect the Thailand–Cambodia boundary under international law.
