At 13:00 hrs. Mr.Tharit Pengdit, Director-General, the Department of Special Investigations, briefed the press on the outcome of the meeting of the Center For Maintaining Peace and Order (CMPO) earlier in the day, gist as follows:

1. Following the temporary injunction by the Civil Court allowing Dr.Seri Wongmontha, a member of the People's Democratic Reform Committee (PDRC), to conduct financial transactions despite the previous order issued by the DSI to freeze the bank accounts of 38 core leaders, including Dr.Seri, the DSI decided to suspend its order. However, the CMPO wished to reaffirm that it would continue monitoring the financial transactions of the 38 suspects.

2. Although the CMPO had successfully restored the functioning of 53 government agencies, the ruling of the Civil Court has prevented officials from performing their substantive duties under the law, and resulted in the PDRC once again trespassing on and besieging 10 government agencies and private sector companies, i.e., the Department of Customs, Ministry of Foreign Affairs, Ministry of Energy, Ministry of Finance, Department of Public Works and Town & Country Planning, Excise Department, Voice TV broadcasting station, M Link Corporation, and the Shinawatra Tower 3 building.

3. The CMPO has received a report from the Metropolitan Police and Provincial Police regional commands regarding the legal proceedings against the election obstructions. So far, there are 187 cases involving election obstructions, 172 cases involving the failure of electoral officers to perform their duties. 130 person already faced arrest warrants, 33 of whom have been prosecuted.

4. Given the continual violence, the CMPO wished to request all protesters -- be they pro- or anti-government, the UDD or other groups -- to exercise restraint and not use violence, as there is a tendency that the situation may become even more critical and lead to civil war. The CMPO also wished to request all government agencies to perform their duties professionally in order to maintain peace and order.
