Political Situation in Thailand : Summary of the Center for Maintaining Peace and Order's Press Briefing on 28 February 2014

At 13:00 hrs. Mr.Tharit Pengdit, Director-General, the Department of Special Investigations, briefed the press on the outcome of the meeting of the Center For Maintaining Peace and Order (CMPO) earlier in the day, gist as follows:

1. The CMPO has received a report from security agencies estimating the number of protesters at all protest sites on 27th February at around 3,900 people. The CMPO appreciated the public for not joining the rallies of all sides, whether pro- and anti-People's Democratic Reform Committee (PDRC), the United Front of Democracy Against Dictatorship (UDD), or other groups to minimize the risk to their safety. Regarding the protest at the office of the National Anti-Corruption Commission (NACC), the CMPO wished to request the protest leaders to clear the way for officials to enter, as the demonstrations at that venue could ignite more political conflict.

2. The CMPO appreciated the Criminal Court for not revoking the arrest warrants against 18 protest leaders under the Emergency Decree. The CMPO will continue the legal action against those who faced arrest warrants.

3. The CMPO had managed to reopen 63 government offices. However, since the Civil Court's ruling, members of the PDRC have blockaded government offices once again. The PDRC has trespassed on and besieged 14 government agencies.

4. The CMPO has received a report from the Metropolitan Police and Provincial Police regional commands regarding the legal proceedings against the election obstructions. So far, there are 190 cases involving election obstructions (51 cases in Bangkok and 139 cases in other provinces) and 173 cases involving the failure of electoral officers to perform their duties (62 cases in Bangkok and 111 cases in other provinces). 141 person already faced arrest warrants.

5. The Director of the CMPO has advised the Permanent Secretaries and heads of all government agencies to take legal action, both criminal and civil, against members of the PDRC who have blockaded their offices within 7 days.

6. The CMPO has received a report that some of the 58 persons already charged and facing arrest warrants have threatened other people in public. The CMPO wished to warn that such actions are in violation of others' rights. The CMPO has assigned the DSI to proceed with legal action against those with arrest warrants.
