On 4 December 2025, H.E. Mr. Sihasak Phuangketkeow, Minister of Foreign Affairs, met with H.E. Ms. Ichikawa Tomiko, Ambassador and Permanent Representative of Japan to the Conference on Disarmament, President of the 22nd Meeting of States Parties to the Anti-Personnel Mine Ban Convention (Ottawa Convention), in Geneva.
 
Both sides exchanged views on the landmine situation along the Thailand – Cambodia border and on the exercise of the right under Article 8 of the Ottawa Convention by Thailand. The Foreign Minister clarified that, most recently, Thailand has submitted a letter to the UN Secretary-General, together with additional evidence of Cambodia’s repeated use of landmines against Thailand. This has resulted in the 7th Thai soldier stepping on a landmine and becoming permanently disabled. All such evidence has been examined in an impartial and professional manner by Thai agencies as well as independent mechanisms, such as the ASEAN Observer Team (AOT), which has confirmed that the landmines were newly and deliberately planted within Thai territory. Thailand has also submitted formal requests for Cambodia to demonstrate good faith and accountability for such incidents.
 
The Foreign Minister underscored that the Thai side may have no choice but to reserve its right under Article 8 with a view to establish an independent fact-finding mission based on their expertise. As such, Thailand stands ready to demonstrate full transparency and steadfast commitment to fulfilling its obligations under the Convention, as it has consistently and strictly done.
