Briefing to the Diplomatic Corps and International Organizations on Recent Developments on the Thailand–Cambodia Border Situation on 30 December 2025

On 30 December 2025, the Ministry of Foreign Affairs organized a briefing for members of the diplomatic corps and representatives of international organizations accredited to Thailand. The objective of the briefing was to provide updates on recent developments on the situation along the Thai-Cambodian border.

The briefing was chaired by H.E. Mr. Sihasak Phuangketkeow, Minister of Foreign Affairs, and attended by Mrs. Sirilak Niyom, Deputy Permanent Secretary for Foreign Affairs, and Mr. Vorapan Srivoranart, Deputy Director-General of the Department of East Asian Affairs.

The Foreign Minister highlighted progress in three key following areas:

First, the Special ASEAN Ministers’ Meeting held on 22 December 2025 in Kuala Lumpur, Malaysia, at which Thailand and Cambodia agreed that the military authorities of both sides would hold discussions on a ceasefire arrangement.

Second, the Third Special Meeting of the General Border Committee (GBC) between Thailand and Cambodia held at Ban Pak Kard Border Checkpoint in Chanthaburi Province. At the meeting, the Ministers of Defense of Thailand and Cambodia signed a Joint Statement which served as the outcome document of the meeting. Its key elements included measures to de-escalate tensions, such as a ceasefire effective from 27 December 2025 at 12.00 hrs.; the maintenance of forces at their current positions; no movement or reinforcement of troops; refraining from provocative actions; cooperation on humanitarian demining efforts and the suppression of cybercrime; border survey and demarcation through the Thailand-Cambodia Joint Border Committee (JBC) mechanism; and the release of 18 detained Cambodian soldiers following the ceasefire. The Joint Statement also put emphasis on mechanisms to monitoring the implementation of the measures, including an enhanced role for the ASEAN Observer Team (AOT) and the maintenance of direct channels of communication at the level of Ministers of Defence and military commanders of both sides;

Third, the Minister’s visit to Yunnan Province, People’s Republic of China, on 28-29 December 2025, during which he held bilateral meetings with H.E. Mr. Wang Yi, Ministers of Foreign Affairs of the People’s Republic of China, and H.E. Mr. Prak Sokhonn, Deputy Prime Minister and Minister of Foreign Affairs of the Kingdom of Cambodia. The Thai Foreign Minister also participated in a trilateral meeting between Thailand, China and Cambodia. During the discussions, the Foreign Minister reiterated Thailand’s long-standing position that the situation should be resolved through bilateral mechanisms and expressed appreciation for China’s role in supporting the peaceful settlement to the situation. 

 

The Minister of Foreign Affairs of Thailand also emphasized that Thailand attached great importance to the upholding of the ceasefire agreement and to building mutual trust between the two sides, particularly cooperation on demining efforts and combatting cybercrime, as well as refraining from provocative actions, such as the use of unmanned aerial vehicles over Thai airspace and the issuance of unconstructive statements. On the way forward, the Foreign Minister stated that should Cambodia demonstrate its genuine commitment to the promotion of sustainable peace, Thailand would be prepared to consider approaches for the gradual restoration of Thailand-Cambodia relations. 

 

The briefing was attended by 78 foreign diplomats and representatives of international organizations in Thailand, representing 60 countries, one organization (the European Union), and three international organizations.
