Summary of the Press Briefing on the Thailand - Cambodia border situation and other issues

1. The Thailand - Cambodia border situation

1.1 The joint survey and emplacement of temporary markers in Ban Non Chan and Ban Nong Ya Kaew areas

• On 19 November 2025, the joint survey team of the Thailand - Cambodia Joint Boundary Commission (JBC) commenced on-site operations to survey and emplace temporary markers between boundary pillars No. 42 and 47, in the areas of Ban Nong Chan and Ban Nong Ya Kaew, Khok Sung district, Sa Kaeo province.
• The operations have been smooth. These are the areas of mutual importance for both countries. The way that technical teams of both sides are working together towards the same goal demonstrates that bilateral mechanisms such as the JBC are still effectively functioning.
  

1.2 Site Visits of the foreign Defense Attachés in Thailand

• On 19 November 2025, the Royal Thai Army arranged a site visit to Sa Kaeo Province for foreign Defense Attachés based in Thailand, totaling 20 participants from 17 countries. The delegation received a briefing on the security situation along the Thai - Cambodian border, and Thailand’s security operations to ensure the safety and security of the Thai people.
• The delegation also observed the work of Thai officials at the Ban Khlong Luek Permanent Border Crossing Point, a primary gateway for trade and travel, located opposite Poipet City, Cambodia. They were also briefed on the security situation and Thailand’s efforts in combating transnational criminal networks operating in the area.
• The delegation proceeded to Ban Nong Chan to observe mine-clearance operations; and then to Ban Nong Ya Kaew to observe border area management and assess the damage resulting from the incident on 12 November 2025 in which the Cambodian side opened fire into Thai territory.
• This field visit is another example of Thailand’s efforts to provide the international community with facts, accurate and comprehensive information, for the correct understanding of the situation. The delegation was able to see how Thailand has been advancing peace-building, and honoring all commitments made, including the Joint Declaration. On the contrary, it was Cambodia that violated the agreements and attempted to fabricate false narratives.

1.3 The dissemination of false and distorted information by the Cambodian side

• The Cambodian side continues to disseminate false and distorted information.
• On 19 November 2025, the Ministry of National Defense of Cambodia reported that the ASEAN Observer Team (AOT) – Cambodian side – had to suspend its field mission in Pursat, located opposite Chamrak Sub-district, Mueang District, Trat Province. They claimed the suspension occurred after hearing a weapon-like sound from the Thai side.
• The Royal Thai Navy has already clarified that, after a thorough investigation, it was confirmed that there was no such use of any weapons by the Thai side. Those at the scene observed that the sound resembled firecrackers more than gunfire, suggesting it may have been another incident orchestrated by the Cambodian side to discredit Thailand.
• The Ministry of Foreign Affairs would like to ask for the cooperation of the public to exercise greater caution and discretion with the information received before sharing, especially those coming from the Cambodian side. We recommend the public to also verify information with Thai official sources.

1.4 Minister of Foreign Affairs’ participation at the 4^th EU Indo-Pacific Ministerial Forum (IPMF) in Brussels

• E. Mr. Sihasak Phuangketkeow, Minister of Foreign Affairs, is currently attending the 4th EU Indo-Pacific Ministerial Forum (IPMF) in Brussels, Belgium.
• On 20 November 2025 (yesterday), the Foreign Minister attended and delivered a speech during the EU - ASEAN Ministerial Lunch. He emphasized the need to strengthen regionalism and multilateralism amid global geopolitical and geoeconomic uncertainties. He also underscored the importance of strengthening cooperation on issues that have impact across regions, such as addressing transboundary challenges, particularly online scams, and promoting supply chain connectivity, clean energy and digital transformation.
• On the sidelines of the meeting, the Foreign Minister had bilateral discussions with 4 Foreign Ministers, namely Estonia, Romania, Germany, and Denmark. On 21 November 2025 (today), he will have bilateral talks with the Netherlands, Slovakia, Latvia, Belgium, and the EU.
• These bilateral meetings provided an opportunity for Thailand to advance various national interests and share the facts and Thailand’s stance regarding the Thailand - Cambodia border situation. The Foreign Minister also invited them to attend the International Conference on Global Partnership against Online Scams that Thailand will host in December 2025.
• Thailand continues its commitment to the peaceful resolution of differences. Thailand reserves, however, the right to take necessary actions to safeguard Thailand’s sovereignty and territorial integrity and to ensure the safety of the Thai people.
