From 30 June to 3 July 2025, H.E. Dr. Lalivan Karnchanachari, Vice Minister for Foreign Affairs, led Thailand’s delegation to the Fourth International Conference on Financing for Development (FfD4) in Seville, Spain, at the invitation of the United Nations Secretary-General and the President of the Government of the Kingdom of Spain. The delegation was also joined by H.E. Mr. Chutintorn Gongsakdi, Secretary to the Minister of Foreign Affairs, and Mr. Paisan Rupanichkij, Deputy Permanent Secretary for Foreign Affairs.
In her statement, the Vice Minister for Foreign Affairs reaffirmed Thailand's commitment to supporting multilateralism and achieving the Sustainable Development Goals (SDGs) through the use of innovative finance such as sustainability-linked bonds, in which Thailand plays a leading regional role, addressing transnational crime and illicit financial flows, reforming the international financial architecture to reflect the needs of developing countries, and highlighting Thailand's role in promoting development cooperation, especially through Triangular cooperation. The Vice Minister for Foreign Affairs also joined others in endorsing the "Compromiso de Sevilla" (Seville Commitment), which reflects the international community's political will to accelerate financing for development, as the outcome document of this meeting. In addition, the Vice Minister for Foreign Affairs had bilateral discussions with high-level representatives, such as the Spanish Secretary of State for Foreign and Global Affairs and the head of the delegation from the International Olympic Committee, to exchange perspectives on various dimensions of development.
On the same occasion, the Secretary to the Minister of Foreign Affairs participated in Multi-stakeholder round table sessions and delivered two statements, on the topic of "Upholding the multilateral trading system, and harnessing the potential of science, technology and innovation," emphasizing the importance of maintaining the multilateral trading system and utilizing technology to drive inclusive and sustainable development, and on the topic of "Reforming the international financial architecture and addressing systemic issues," supporting approaches to improve the global financial architecture to be more inclusive and responsive to the needs of developing countries. Meanwhile, the Deputy Permanent Secretary of the Ministry of Foreign Affairs shared Thailand's experience in promoting development through South-South and Triangular cooperation under the topic "Revitalizing international development cooperation," highlighting Thailand's role in providing assistance through knowledge, training, and technical support to developing countries continuously.
FfD4 is a crucial global platform to drive the sustainable development agenda, held every 6-10 years. This Conference had the goal of reviewing progress on implementing the 2015 Addis Ababa Action Agenda, which serves as the primary framework for development financing and accelerating the achievement of the SDGs by focusing on closing the financing gap for developing countries, promoting international cooperation, increasing access to funding, and utilizing innovative finance, science, technology, and trade for development, including discussing reform of the global economic and financial system to be more inclusive, resilient, and fair.
